RE: ENQUIRY INTO THE RUNNING AND RIDING OF “RIOS PRINCESS” IN RACE NO. 64 – THE FIRST PRIME MINISTER PLATE – RUN ON 13TH NOVEMBER 2018

The Stewards of the Meeting at their meeting held on 20th November 2018 interviewed Trainer Richpal Singh and Jockey Praveen Saini regarding the captioned subject matter. The Stewards, having heard the submissions made by Jockey Praveen Saini and Trainer Richpal Singh, and having viewed the video recording of the Race in question, were not satisfied with the explanation tendered by the Jockey and held him guilty of Unsatisfactory Riding on his mount RIOS PRINCESS. In that, his instructions were to be in 4th or 5th position, to do his best in the straight. He was also instructed to use the whip less and to ride out as soon as he would straighten for home. However, after a good jump out, he was positioned well till 700 metres (about 2-3 lengths from the front runner, closely bunched up), then he lost his position and then coming into the straight, he was about 6 lengths from the front runner, he was not vigorous in his riding effort due to which he placed his mount at a disadvantage. He did not ride from 400 metres but rode only in the final 100 metres when the race was over. His riding style had changed in the final stages of the race and his feeble riding in the early part of the straight left his mount too much to do and he narrowly lost the race i.e. by 1 ½ length.

In view of the above and considering that the filly had run after a long gap and was available at long odds. the Stewards decided to suspend his Jockey’s License for a period covering 4 (four) Race Days i.e. from 10th December 2018 to 31st December 2018 (Both days inclusive). (Permitted to ride work/ Mock race). Subsequently, the Jockey intimated that he would not like to Appeal against this decision of the Stewards and requested that his punishment be made effective earlier, in view of which, his License will now stand suspended w.e.f. 4th December 2018 to 26th December 2018. (Both days inclusive). (Permitted to ride work/ Mock race).

The Stewards were not satisfied with the explanation tendered by Trainer Richpal Singh and held him guilty of Unsatisfactory running of RIOS PRINCESS as the Jockey would not have ridden in this manner unless he had his tacit approval. In view of the above and considering that the filly had run after a long gap and was available at long odds, the Stewards decided to fine him a sum of Rs.15,000/-. Further, you were informed that a watchful eye will be kept on your runners in future.

The Trainer and the Jockey were reminded of their right to Appeal.

RE: DISQUALIFICATION & REVISION OF ORDER OF PLACING FOLLOWING A POSITIVE FINDING OF “RANITIDINE” (CLASS 5) IN THE URINE SAMPLE OF “NICHE POM” (WINNER) IN RACE NO. 130 – THE PANIPAT PLATE (DIV-II) – RUN ON 1ST OCTOBER 2018 AT DELHI RACE CLUB:

The Owner/s or the Trainer of NICHE POM did not opt to have the split sample of the NICHE POM to be analyzed for Confirmatory analysis; therefore, the Stewards of the Meeting have treated the Report of the Primary Laboratory as final and conclusive. As a consequence, the Stewards of the Meeting referred the matter to the Stewards of the Royal Western India
Turf Club Ltd for necessary action. The Stewards of the Club at their meeting held on Sunday, 18th November 2018 considered the above.
As per the Medication Rules, the Stewards of the Club decided to disqualify NICHE POM (winner) from Race No.13 - The Panipat Plate (Div-II) - run at DRC on 1st October 2018 and revised the order of placing of the above race as under: -

BELLA MIA FIRST HUKANA MATATA THIRD MISS COLOMBIANA SECOND GOLDEN MAGIC FOURTH
Further, the Trainer should conduct his own enquiries to lead evidence and / or to prove your mitigating circumstances, if any, within 15 days.
