The Stewards of the Bangalore Turf Club Limited, at their meeting held on 24^th June, 2011, considered the following:

I. Minutes of the meeting of the Stewards of the Mysore Race Club Limited held on 23^rd November, 2010, referring Trainer Mr. Md. Sajid Qureshi to the Stewards of the Bangalore Turf Club Limited for further action, with regard to detection of prohibited substances in respect of the horses that were under the charge of Trainer Mr. Md. Sajid Qureshi as under and his negligence in the discharge of his duties as a trainer (Rule 114(b)(i) of the BTC Rules of Racing):

a)   b.m. FEEL MY HEART, returning positive for BOLDENONE (CLASS III) An anabolic steroid, after the said horse was sampled after its win in Race No.123 of the Mysore Winter Races 2009-10 on 17^th February, 2010;

b)   b.m. BEAUTY ON DUTY, returning positive for CAFFEINE (CLASS II), CYPROHEPTADINE (CLASS IV), PARAXANTHINE (CLASS II) AND THEOPHYLLINE (CLASS III) after the said horse was sampled after its
c)   win in Race No.14 of the Mysore Summer Races 2010 on 19^th May, 2010;

d)   b.m. BEAUTY ON DUTY, returning positive for CAFFEINE (CLASS II),  CYPROHEPTADINE (CLASS IV), PARAXANTHINE (CLASS II) AND THEOPHYLLINE (CLASS III) after the said horse was sampled after its win in Race No.29 of the Mysore Summer Races 2010 on 2^nd June, 2010;

e)   b.g. EVANSTON, returning positive for CHLORPROPAMIDE (CLASS III) after the said horse was sampled after its win in Race No.78 of the Mysore Summer Races 2010 on 19^th July, 2010;

f)    b.m. CALLIDORA, returning positive for CAPSAICIN (CLASS IV) after the said horse was sampled after its win in Race No.20 of the Mysore Races 2010 on 26^th August, 2010.

II. The Stewards noted the following:

(a) The Trainer’s License granted to Mr. Md. Sajid Qureshi had been suspended by the Stewards of Mysore Race Club Ltd. from 3^rd December, 2010, up to 23^rd February, 2011, and he had been fined a sum of Rs.15,000; and

(b) In view of the multiplicity of cases involving violation of BTC Calendar Notification, pertaining to Medication Rules in respect of his charges mentioned above and for the contravention of Rule 114(b)(i) of the BTC Rules of Racing i.e. negligence in the discharge of his duties as a trainer, Mr. Md. Sajid Qureshi had been reported to the Stewards of the Bangalore Turf Club Limited, Bangalore, for further action as they deem fit.

III. The Stewards extensively examined Mr. Md. Sajid Qureshi and after detailed deliberations, the Stewards concluded as follows:

(1) Mr. Md. Sajid Qureshi as a Trainer during the relevant period is guilty of the following:

(a) Contravention of Medication Rules as contained in BTC Calendar Notification under the Heading Medication and Treatment of Horses in training and racing and anti-doping control with respect to the horses that were under his charges viz. FEEL MY HEART, BEAUTY ON DUTY (twice), EVANSTON, CALLIDORA and reading as follows:

 The Trainer is always responsible for the protection and security of the horse in his care. Trainers are warned that they will be held responsible if an examination of a horse, results in the finding of any prohibited substances.

(b) Contravention of Rule No.114(b)(i) of the BTC Rules of Racing as regards the negligence in the discharge of his duties as a trainer as regards stable management which has resulted in contravention of BTC Calendar Notification under the heading Medication and Treatment of Horses in training and racing and anti-doping control reading as follows:

VI. Only Veterinarians duly approved by the Stewards are permitted to administer medicines. Except for such veterinarians, it is forbidden for any other person to bring a syringe or needle into the stable where racehorses are sheltered.

(c) negligence in discharge of his duties as a trainer as regards stable management, protection of horses under his care, giving feed supplements etc. without any due precaution, thereby contravening Rule 114(b)(i) of the BTC Rules of Racing.

IV. In the light of the above, the Stewards decided to declare Mr. Sajid Qureshi, a disqualified person under BTC Rules of Racing with effect from 12-7-2011 to 11-7-2014 (both days inclusive) for the continued violation of the BTC Calendar Notification under the heading ‘Medication and Treatment of Horses in Training and Racing and Anti-doping Control’ and negligence in the discharge of his duties as a trainer thereby contravening Rule 114(b)(i) of the BTC Rules of Racing and fine him a sum of Rs.15,000/- (BEAUTY ON DUTY  first case), further fine him a sum of Rs.15,000/- (BEAUTY ON DUTY - second case), further fine him a sum of Rs.15,000/- (EVANSTON) and further fine him a sum of Rs.25,000/- (CALLIDORA) for contravention of BTC Calendar Notification under the heading ‘Medication and Treatment of Horses in Training and Racing and Anti-doping Control’.
