On a complaint lodged orally and in writing by Jockey Ranjeet Singh in that Jockey Neeraj Rawal the rider of MOONGATE MAN did not obtain his prior permission to use  his saddle which was a faulty equipment. The matter was reported to the Stewards immediately as the horses had left to the Starting Gates. The Stewards held an enquiry and interviewed Jockey Ranjeet Singh and directed the Stipendiary Steward to check the equipment and if found to be in unserviceable condition to withdraw the horse at the starting gates.

After being unsaddled, it was noticed that “stirrup bar” had been broken and a opinion was also sought from  Jockey Neeraj Rawal  who stated that he would not be in a position to ride with a “faulty saddle”. Therefore the horse was withdrawn before coming under Starter’s orders. The Stewards further continued the enquiry after  the last race into the  alleged incident and interviewed Jockey Neeraj Rawal and  Jockey Ranjeet Singh.

After considering the opinion of the Stipendiary Steward and acting of their own observation  the Stewards held Jockey Neeraj Rawal guilty to a charge of :-

i)          Using a faulty saddle on his mount MOONGATE MAN in the above race.

ii)        Contravening of Rule 202(i) of RWITC for improper practice in that he failed to obtain prior permission to use the saddle of Jockey Ranjeet Singh.

The Stewards after deliberation decided to fine Jockey Neeraj Rawal  a sum of  Rs.25000/- for  using faulty saddle on his charge MOONGATE MAN and contravening   Rule 202 (i) of RWITC .

In  consequence of MOONGATE MAN being withdrawn before coming under starter’s order a deduction of 10% on win and 30% on place bets was effected.

Urine sample was taken for analysis from the winner REAL SMASHER  in the presence of Trainer Mr. A.Khan and sent for Analytical test.
