RE: ENQUIRY INTO THE INTERFERENCE CAUSED BY ‘LOOKS SENSATIONAL’ TO ‘BIG APPLE’ AND ‘ATOMIC POWER’ IN RACE NO 30 – THE GRAND STAND PLATE – RUN ON 16TH OCTOBER 2016.

The Stewards of the Meeting at their meeting held on 1st November 2018 considered the captioned subject matter.
The Stewards interviewed Jockey K Narender Kumar and having heard the submissions made by him and having viewed the video recording of the incident, were not satisfied with the explanation tendered by the Jockey and held him guilty of Careless Riding on his mount LOOKS SENSATIONAL, in that, near 900 metres, LOOKS SENSATIONAL (K Narender Kr) shifted in and tightened RED APPLE (S Mosin) who in turn shifted in and caused interference to ATOMIC POWER (CS Jodha) which could have caused an accident.
In view of the above, the Stewards decided to suspend his Jockey’s License for a period covering two Race Days i.e. from 20th November 2018 to 27th November 2018 Both days inclusive). (Permitted to ride work/ Mock race). The Jockey was reminded of his right to Appeal.

RE: ENQUIRY INTO THE RUNNING OF RACE NO 35 – THE STEINBECK PLATE (DIV-II) – RUN ON 18TH OCTOBER 2018:
The Stewards of the Meeting considered a report from the Stipendiary Stewards with regard to the captioned subject matter wherein an enquiry was held into the comparative performance of ALL IS WELL in this race which the mare won as compared its run in Race no 12 where she ran unplaced; enquiry was held into the running and riding of LADY and TOM RISK.

LADY: Trainer Ajay Sharma and Jockey C Umesh were questioned. Trainer Ajay Sharma stated that he had informed the Jockey there were 3 to 4 fast horses, not to chase any horse and be in 2nd or 3rd position and to do his best in the straight. He submitted that after the jump, the mare was in 2nd position, and was tightened soon after and lost position, he was within 2 lengths of the front runner, and in the straight he did his best and he was satisfied with the riding efforts of the Jockey and so was the Owner. He submitted that the mare had respiratory problem and therefore he had opted for the Cross-Nose Band which he had intended to put even in the previous run in Race no 23 but he had forgotten to declare it at that time. Jockey had suggested the equipment as the mare had not responded well enough in Race no 23. He said that he had worked the mare with CNB.

To another query, the Trainer stated that the mare has one dash and she had not responded the way she should have. To another query, the Trainer submitted that there was no change in the Work pattern of the mare.

The Trainer was informed that there was drift in the odds to which he responded that he cannot comment on the drift. He added that the Owner races for the stake money and usually his horses open favourites and he had fancied the mare. The Trainer was satisfied with the riding effort of the Jockey.
Jockey C Umesh stated that his Instructions were to be 3rd or 4th and to do his best in the straight as on the previous occasion the mare had stopped in the last part and was running with a Cross Nose Band. He submitted that after her run in Race no 23 she had not responded that well therefore he had suggested to put Cross Nose Band also keeping in mind that she had broken blood vessel earlier.

He added that after the jump, the mare was in 2nd position, and was tightened soon after and lost position, and became 5th and he had done his best in the straight. He added that he had suffered interference in the straight when the inside horses drifted outwards.
The explanations were noted.

ALL IS WELL:

Trainer Richpal Singh was questioned regarding the captioned subject matter.
Trainer stated that his Instructions in both the races have been to be in 4th or 5th since the mare was handicapped at 60 kg. he added that there was no common horse in this race as compared to Race No 12 and the mare has run after 17 days with increased work and with pick-ups. He added that in Race no 12, the ran for the first time in this Season and may have been a bit heavy and has stripped fitter after the first run. The mare weighed 438 kg in Race no 12 and was 445 kg in Race no 35. Therefore, his claim that the mare had striped fitter was incorrect at least the body weight of the horse did not corroborate his claim.

Trainer Richpal Singh submitted that ALL IS WELL had beaten DARING in Race no 278 during the previous Racing Season and DARING won Race no 34, and therefore it was logical that ALL IS WELL has won the Division II of the same race that DARING has won the Division I of.
The explanation has been noted.

TOM RISK:

Trainer H Ali Khan and Jockey K Narender Kumar were questioned regarding the captioned subject matter. The Instructions were to take a good jump and try to go to the front or else be in 2nd or 3rd position and to do his best in the straight. He observed that the gelding had taken a good jump, but the Jockey had not tried to go to the front and the Jockey had not followed the instructions. He had given a chance to the gelding to Place since he had won and was promoted in the higher Class.
Jockey Narender Kumar was called in. he stated he was instructed to go to the front if the gelding easily goes otherwise be in 3rd, 4th or 5th close. When confronted with the Instructions of the Trainer, the Jockey stated that he remembers those to be his instructions. The Jockey stated that the gelding relaxed as soon as he sat on him after the start and he was 2 lengths behind LADY, but she kicked on, but his mount did not respond, and he had tapped the gelding near 700 metres. The gelding kept relaxing as he would give the reins therefore he could not use the whip.

The Race was viewed.

It was put to the Jockey that he had not taken up the position as was instructed at the start and when the gelding had relaxed, he did not take necessary steps to improve the position of his mount. As such the matter was reported to the Stewards.

The Stewards of the Meeting at their meeting held on 1st November 2018 interviewed Trainer H Ali Khan and Jockey K Narender Kumar and having heard their submissions and having viewed the video recording of the race were not satisfied with the explanation of the Jockey. In that, his instructions were to go to the front or be in 2nd or 3rd position and to do his best in the straight. The Jockey did not try to follow the Instructions and was content to sit at the rear of the field and then his riding effort was feeble in the straight and he had ridden in patches. The Stewards noted that the Trainer was not satisfied with the riding of the Jockey. The Stewards also noted that the gelding was at long odds.

In view of the above, the Stewards decided to suspend his Jockeys License for a period covering two race days, which will come into effect after the expiry of his earlier punishment on LOOKS SENSATIONAL. His Jockey’s License will stand suspended w.e.f. 4th December 2018 to 10th December 2018. (Both days inclusive). (Permitted to ride work/ Mock race).
The Jockey was reminded of his right to Appeal. ---------
