Pocket Jacks a good question put by you sadly we have no answer. As you have already mentioned your reasons that why a jockey is deprived a use of whip there is one more point missing. Laaving R Anand who is a full jockey and maybe he whipped exessively so whip denied man a times a trainer expecially Irfan Ghatala puts a full jockey and declares no whip will be used as they think the horse might not like it but for jocekys Rohith and Abilash and not to forget Surya who is called from Bangalore something is wrong. Infact Eshwar won a race a few weeks back using Abilash where he never claimed allowance. Also when we see a star mark it indicates no whip not no allowance.

Those apprentice jockeys are yet to complete their 10 wins, so how is it possible for them to use excessive whipping.. They were not given whip in the first place to begin with..
And like I have mentioned, I know for sure G rohith is 20, M abhilash is 19, surya is 20 or 21 year old.. So even the limit has not been crossed

They are deprived of Use of Whip by the Club. In the official race card it is clearly mentioned at the bottom of respective races.

Most of the apprentice jockeys Date of Birth also given at the bottom of the official race card (Link above). However P.Surya, G.Rohith, and M.Abhilash's names are missing from the list. Even look at the race card, they are deprived of the allowances also. It means they are offenders of excessive whipping hence deprived the use of whip during the present season. And they may have also completed 25 years age that is the reason no allowance granted, and removed from the list of Apprentices claiming allowance.
