Thanks for the reply, I am new to punting field infact that was my first visit to race club. I have been reading the turf club sites articles/guides watching results for few days & visited the club.

Considering GST is permanent, why all centers start planning towards one tote. One India.

If you don't mistake me, your question first raises a serious doubt if you are really new to the punting field. If you are honest in making the query, following is the reply you look for.

Tote collections are limited to each club all over the country, and even within a state they may differ from one center to another. For egs, the collections some times may remain combined between Bengaluru and Mysuru and some times not. (These days not). In Tamil Nadu, there is absolutely no connection between Chennai and Ooty race courses. Same is the case with Pune and Mumbai also.

So, if you got Rs.200 in Chennai and you see that the same horse paid out Rs.842 in another center, it is because of the huge collection (and also less number of bettors) on that rank outsider horse. Hope you got it.

When you have so many basic confusions, you need to tread a careful path in punting, lest you don't go into the oblivion soon, like the hundreds and thousands of punters who came into horse racing with great hopes only to vapourize out in no time!
