As per Indian Horse Guide lines if the gates are not opened for few particular horses, the the race is null and void, typical example is Mysore deby few years back, where in John won rididng young Indian or Young legend, may be wron names which I have quoted,

But nuttshell that race should be called null&void. If it is not then its clear cheating case from the club where it has happened.

there were few cases like this and all the time right decision of null&void decision was taken. 

Friends all are not accidental.Long time back,in 89-90, in PUNE.  I remember a MUNDI between owner A and owner B.The bet amount should be an astronomical figure.Owner B paid 20 lacks to the jockey drawn next to owner A's horse to bump badly immidiatly after jump off. The jockeys name starts with initial T. Owner B won  the mundi.

According to me If gates are not opened, the entire amount betted to be refund, in the case of jockey fall amount to be refunded on prorata basis, according to the circumstances and situations.

Who is really concerned about punters safety All of our requests and concerns will go in vain 

Sir, Not only gate didn't open also horse may not start from the gate, That is trainer issues, We are spending lot of hard on many to take home some of extra income but due to no proper gate pratice horse doesn't move from the gate and we punters suffers lot. In this both the cases we have to get refund if horse DNS.

According to me,

If the gates do not open or rider falls,

Money should be refunded in both the cases.

I feel that that race should be declared NULL & VOID. You assume that the gates of Favotite did not open, can you transfer allthe tickets to second favorite?.

In practice they check before the race, still tne gatas open a fraction second late or do not open at all is all the same.

In this case the club /TAOI are not the right persons to decide, It is only the punters has to decide because he is the Invester.

For this IRC can get the views of punters and publish the statistics to TAOI/Club.

TAOI has no teeth, because they are not able insist the clubs to have a uniform policy on Tote.

Today after returning from race course I read a write up of Arrowflight regarding gates not opened and punters loosing money without their fault. After all who is responsible for such things if happens often and no one is serious or taking any action.? He raised very valid points and gave some valuable suggestions for finding a solution.

I fully agree with Arrowflight but here the ball is in race club's hand and they have to take initiative and suitable action. Today in Delhi fifth race "The Grand Stand Plate"  I witnessed a terrible incident. The favourite Atomic  Power twice hit and bumped severally  by Red Apple at the rails and the jockey of AP unbalanced and about to fell down but the experience of C S  Jodha came handy and he managed to regain and remain in saddle but in the process of this severe jolt he lost precious 6-8 lengths and in rushing the horse to cover up the lost ground the horse hit first in straight but faded out and finished fourth 4 1/4 length behind the winner. This incident happened in first five seconds of start of the race when everybody wanted forward position exactly 04.58 seconds (00.02 seconds less than five seconds ) and the race was for 1000  mts. Immediately after the race jockey CS Jodha took the objection against the winner for hitting, bumping badly and narrated the whole story to the stewards that he lost a certain race due to this incident. After taking some time the stewards overruled the objection. 

I remember very recently at Mumbai on 13-10-2018 in the third race Mystic flame won but when the second placed horse Tasawur took the objection for touching and taking his ground in straight and forced him to drift the objection was upheld. Mystic flame drifted under the use of whip and touched correct but in Delhi today that horse was almost knocked down by severe bumping and still objection was overruled. What is the fault of those who played the favourite and if this interference and incident not happened AP filly was clear winner. In such cases options are 1) upheld 2) Disqualify the winner 3) Declare the horse received severe interference as non starter and refund public money or 4) Declare the race null and void for not allowing the AP to run on its merit and causing bad bumping which might have resulted in major tragedy of life.

Now last we have to see the race day report whether the  Delhi race club stewards fine, caution or severely warned jockey  S Mohsin for dangerous riding or they award suspension for such wrong doing. 

 I am joining hands with Arrowflight and putting one important suggestion before them pl. conduct a meeting of all race clubs including the jockey and trainers and if possible punters representative and decide matters of common interest with same guideline and rules for uniformity among all race club which will strengthen the trust, confidence of general racing public who are ultimately suffering for others faults and for their no faults. I am not able to understand which race club is right and which race club is wrong? 

We can only give suggestions and request concerned officials to look into such important matters and arrive at a conclusion beneficial for one and all. After all fairness and transparency is the key of success and to maintain public trust it is must. Otherwise question after question will be raised and the standards of racing will go down. Already the standards are at its low. I request others to put their view forward.

Sir when a Horse  is widron or  it dos'nt  take part duto any reason in the said race then said bet  it should go to the winner horse in said race 

Yes it's a valid point ,turf authorities should discuss on itechnical grounds and prepare rules to benefit the punters .

Already rules r clear if particular box not opened untill other horses raced about 50mtrs from starting gate,club declare that particular horse non starter.all type of betting a refunded in Tote aswell bookies.JP/Trb tks nominated that horse wud be transferred to Tote favourite of the particular club.

Sir gate practice is also a part of preparation some time u read gate has shown so it's a part of preparation and if the gate doesn't open then in that case the horse nominated as non starter

Yes we demand our money

If the rules are changed its simple the punters will be in plus so it will never change 

Many times its happend... but we are helplesss....fate....accept it....
