If you play place, irrespective of whether your horse places or not, you are in loss.  If it does not place, you lose all amount.  If it places, you lose the tax amount.

What a weird rule.......

It's like Heads I win Tails you lose. Thank God in this case you got your money back.  You should be grateful to the club and bookmakers.

At Hyderabad I had 5 forceast combinations of 1*2*3 , but only 12&12 rupees given , which was very disappointing !  Even the jp got effected badly

In sixth race two horses were declared joint winners i.e., deadheat. In such cases bookies have to pay for two horses which declared joint winners. For this rule position is bookies will pay 50 percent of your card amount means winning amount plus your principal amount will be clubbed and 50 percent of that amount will be paid.                       In this particular race apart from deadheat two horses were withdrawn so that  withdrawn hirses cutting was also there resulting punters playing no. 3 in win or place got no return or levels or may be in loss  in win and  those who played in place suffered loss.                   I am clarifying the rule position, though I myself  in favour of change of this rule because evenafter  playing the winner no return or levels or loss is not the correct scenario and deadheat happens very rarely. The present rule favours the bookmakers not the punters who are the backbone of racing. So in conclusion this rule should be changed.
