You have brought out a very valuable point. Yes, GST will have to be reduced if online betting is to pick up. If the clubs manage to reason with the government, and if the government is convinced, there may be a reduction in GST to help online betting pick up. It is like giving a tax holiday to the racing industry. The overall benefits to racing/ breeding and the government will be a win-win situation!

Block buster. Let's assume the online betting is permitted. Please clarify my doubts.

1. What will be the maximum bet per race 1lakh?.suppose some one bets and wins 5 lakh then the tax will be deducted? How many race goers are literate to operate in mobile or in computer? Already 35% is deducted as soon as we punch tickets. Our 65% is considered and so whilst transferring to and fro  bank will be charged 2  to 4%. What will be the gains? I speak no nonsense before GST it was 25 to 30 lakhs per race collection in Bangalore after GST its 10 to 15lakhs  on Saturdays and Sundays that too on main events. Am not John Nash (Nobel prize winner) but my simple maths calculation. If you are paying me 1000 rupess per year @ %why should I force you to pay  @ 28% and take 500 rs per year. Obviously whoever proposed the slab structure don't know the simple maths. BeforeandafterGST look out the tax generated by clubs.  So it's better bring down the slab to 12% and start online betting.

You're absolutely right, something similar to a demat account. And cluns may not ask you personal financial details when you enter, but the question is how many will be willing to enter the race course now? The virus is going to be part of human life for at least 2-3 years now. Online betting is the only way out. Play from the safety of your homes, or forget racing for 2-3 years.

Those who are skeptical about online betting will realise that it is the best way forward. Even if racing is back to normal after 2-3 years, online betting will continue to be a boon to those who cannot travel to the venue.

Thank you for your opinions. The reason for suggesting this conservative and disagreeable approach is:

For any financial scrutiny especially where malpracrice is a possible, details like Aadhar and PAN Card are a must.

Racing is still seen as a vice in India  especially by those self style moral keepers of society. Hence the suggestion to have individual betting limits. 

My suggestions aee to the race clubs, it is up to them, the Government, and the IT department to finalise the framework. My suggestions are purely in the interest of racing and punters. There is no denying that the time for online racing has come. Let the clubs recognise it.

Major race clubs in India individually or collectively should try to get permissin from the government for online betting of races conducted in major countries during lockdown.  They have to provide live streaming of foreign races free. If it happens the venture will be super hit, even they can continue it whenever the live races happen in India.

You just stopped short of recommending a Demat Account for the Punters. 

Now the Race Clubs should take a clue and ask ----" show me your Money "--- before allowing entry into the Race course!

Online betting is running in India for atleast 2 years, by various foriegn betting firms. Even William hill started for Indian punters.

Those who cry for online betting must understood one fact, you will be more immersed in racing after it. Losing considerable free time, because everything available in finger tips.

Remember the word of William Churchill at 1945 , Indian's are not fit to rule by themselves, same in online betting also. Only those with good control over mind can survive.60% of family break-ups in foriegn countries are due to gambling addiction by any of the partners.

I am investing in races through one foriegn betting firm, but strictly controlled it by weekly one day( Saturday) only. Duty is first and must, passion is next.

Online betting will success in India is doubtful various clubs having different different ideas, if all clubs will unite & gives to private organisation to run the system the problem is with taxes, already HRC given permission to run FIXED ODDS TOTE to private organisation they are collecting tax 14% + 14% = 28%, here playing persons are below 1k betting the success is so so. 

If ALL INDIA TOTE starts the tax is the problem can they run under 28% or above than that, then it will survive or may fail it's my doubt. Any body can explain how it possible after huge deduction of taxes already after GST TOTE collection has collapsed his glory nearly 60% damage has happened, then how Will run ALL INDIA TOTE it's a million dollar question.

Oh come on nobody willput their pants down for betting producing Ration Card Horoscope Aadhar IT return  and wair IT clearance !

When people are willing to take bet on a trust basis on Mobile or whats up who will take tso much trouble. You can count the number of people with your finger for these type of headache !!

On line betting is good for peoplewho can not attend the Races personally. They can watch from their home.

Having so much of experience, knowledge I am surprise to see your rules and regulations to be laid for being an punter. 

As far as my knowledge is concerned All race clubs would be open to on line betting. For punters it's like prepaid system in mobile. That's all. If ther horse wins they will have their amount credited on their Mobile after taking GST club commission etc. Credited amount will be in your Mobile and u can use for playing next race,next race days. Whenever you want money you can withdraw at Counter by telling OTP. For Punters there is no restrictions.he can play on his own or bortiwed money. But ofcourse in Online there is limit for maximum betting.
