We have heard of our Stewards asking Trainer or Jockey to appear before them for an enquiry. Have you heard any time Stewards asking a Punter to appear before them ?

Yes this has happened last week in Australia.

Punter and commentator Glenn Pollett has been called to face a Racing NSW stewards inquiry on Thursday over comments made about jockey James McDonald. 

A complaint was made to stewards following comments by Pollett on an online racing show flippantly suggesting McDonald may have been betting on races.

The comments under investigation were made during a review show for RacingRant on April 20 after McDonald's win aboard Kinane in the Frank Packer Plate.
