How Long Will Indian Horse Racing Remain In Lockdown?

Hi Friends,

     Even as everyone associated with horse racing - from owners, trainers and jockeys to syces, veterinary doctors and, importantly, punters - has been vehemently praying for an early start, it looks like the Government is in no hurry to call a meeting of racing clubs or state governments to see if this "come-and-lose-your-money" sport can be allowed to resume.

     Although countries like Australia, the US, Hong Kong and Japan are running closed door events, a majority of nations in the world are still keeping their fingers crossed. They include the UK, Singapore, South Africe and the UAE. 

     Wherever racing has resumed, bookmakers, in particular, have come forward to give away a major portion of their profits as charity for Covid-19 works. Jockeys and trainers - and surprisingly even a sizable number of punters - are donating for the cause. I wonder even if one major bookie in any of the racecourses in India has declared that he will donate his profits?

     Why to target bookmakers alone? Have the trainers and jockeys not made money when racing had been highly successful to them (which means quite horrible to the punters)? How many of them have now raised their hands in support of charity to tackle the horrifying situation left behind by the coronavirus?

     I have not come across even a single post here where a punter has come forward to discuss about collecting funds and donating to the Government. Every racegoer wants racing to resume, that's all.

     Going by the fundamental law of protection, the Government wants to ensure that everyone is safeguarded everywhere. That's what leaves the question "Will racing in India resume in 2020" very much unanswered. 

     (Please note that I have no intentions to hurt anyone here).

Hello folks,

200 trains are scheduled to commence from 1st of June ( apart from the Shramik ones ). That sure is a good sign. The normal routine may set in by end of June. If it happens so then expect racing to commence from mid-July or early-August.

Late H N Chennabasappa  the then General Manager of Southern Railway ran racing special trains between Chennai and Bangalore , before the advent of Offcourse betting. 

As a matter of gratitude  , BTC  still runs a Class One Sprint Race both during the Summer and Winter Meeting. 

My point is  , the people who ran the affairs of racing during those difficult times had a vision , which is sadly in short supply now.!

It is a million dollar question that needs an answer to resolve a make-or-break situation.

The question is left to hang in the air unanswered while the questioner and their listeners ponder the unknowable .

I would have Agreed to Cruise's opinion had it been some 45 to 50 years back. It was a time when An Entire train used to Ferry Horses an also the people connected to Horseracing from one Center to Another, Like Bangalore to Kolkata. An Entire Rake(Horse van)could Accommodate 6 to 8 Horses and Syces comfortably. Once Horsefloats came into fashion, Racing Specials Became History.

Till the Indian railways, considered the lifeline of our country, is opened completely, it is difficult to comprehend racing re-starting.
The day railways are back to normalcy is the day one can be optimistic of horse racing resuming. Until then, looks difficult.
Just my assessment.

Dear SSPP Sir, 

       As Mr.Sounder said majority of the punters had donated to this cause liberally in other banners or in their working places.

        For example a punter who is a central or state govt. employee by profession has contributed a sizable part of his salary, dearness allowance and earned leave encashment benefits etc.  to the govt exchequer so as to combat  covid-19 effectively. 

        If at all any contribution has to be made from racing industry,  it should be from the insiders I.e. horse owners , trainers, jockeys and bookies who accumulated wealth by conning the innocent punters all these years. The punters are already in great hardships due to this "Come-and-lose-your-money" sport as they are always at the receiving end. They should not be taxed further.

        Let the question " Will racing in India resume in 2020 ? " remain unanswered for some more time for the sake of punters to turn a new leaf and their life.

     You are absolutely right when you say without mincing words that the bookies will not come forward to donate despite looting the hapless punters to the tune of several crores of rupees every year. Unfortunately, a majority of the punters don't understand this and want to go on prostrate before the bookmakers as a daily routine as otherwise many of them, particularly the grey heads, don't find sleep?

     Coronavirus has come as a blessing in disguise to a large number of punters, who I believe have somehow realised there can be life without racing, isn't it? Even if online betting is introduced in a country like ours, more than 50% of the punters will cease to exist because they are the ones who rush to the racecourses in different parts of India with whatever they earn since morning.At least for them, Covid-19 is a certain blessing.

 First this the Restucure time for all the clubs for future CLEAN ?Racing?....Punters are already suffering...with heavy loss. Years after Years PUNTERS ARE DEPOSITING THEIR MONEY (NO RETURN BACK) to Club,to bookies,mobile charges,Tax etc...AND BECAUSE OF ONLY PUNTERS this racing industry is survived..Its an good thing racing is stop now and further the lockdown go it's better for Punters.Just assume if there is no racing for ONE YEAR ,punters will get benefit...

When  you    write       better to check facts than cutting a sorry  figure as he has done, 

He states 'I have not come across any letter from  punters to pool in their donations to the club  for covid  cause.

The PMs centre fund  ,one can give directly and  CLAIM  100   %TAX  rebate.I am sure some have done it.  My family all tax payers have given about 12000   total  in personal capacity  to this fund.

When your losses keep coming back to haunt you this is the result.

No one has any idea when racing will resume .so patience   and relax .

SSPP,

For more than 12 years, the punters are bettng at 10% tax.  At the current level of taxation they have saved 23% on each bet. 

I said they have "saved".  Perhaps, I should say the punters evaded tax to that extent.  Every punter has avoided payment of tax to the extent of minimum 10 lakhs.  My calculations: 2 bets each day at 2000, 12 years, 180 race days per year.  (all notional).

So total bets would be 4000 X 180 X  12 = 86,40,000.  Tax + club commission payable approximately 25% = 21,60,000.  Punter would have paid 8,64,000 to the bookies.  

So, punters who are betting with bookies can easily donate 1 lakh.  

Now let us speak about bookies.   Suppose there are 200 bookies at the 9 racing centers.  Each bookie would have collected at least  35 crores by way of half tax during  the last 12 years.  So, they should cheerfully donate at least 3 crores each.

But, take it from me.  It shall not be possible for punters to donate even 5000/-.    Leave alone 5000/-.  For punters, even 1000/- may be difficult.  And, the most charitable bookie may donate 5 lakhs.

SSPP,

Dismiss any idea of mobilising funds by way of donations from bookies & punters.  However, if the Government compels the bookies to collect tax at 28+5 % compulsorily in respect of all future bets, then they can expect at least one lakh from every punter!

The Government has passed gst slabs.  And, it is the responsibility of the Government to see that the rules are obeyed by every bettor.

Racing will start only after successfully anti-Corona vaccine availability.

Till then forget racing.

Dear sspp,

It is not necessary to declare names/identity of bookies ,punters or anybody who has made donations to the cause of this anticorona movement.

And if the answer is yes(donations),it is not going to affect on racing in either way.

Sorry,could not understand your problem,expectation from racing.

I welcome your intention to take care of the society... But you forget majority of the punter had donate and do all the help to the society in other banner.... Not as a punter.. And moreover jockeys and trainers will take care of the horses and syes is more than enough at this crucial time.
