Bangalore Turf Club Looks To Go Online

BENGALURU: In a first, the Bangalore Turf Club is contemplating online betting to meet the demands of physical distancing at its centre as well as increase its revenue base by attracting people other than the regular bettors to use their punting skills during race days.

Forced to find viable alternatives to on-course betting in the post-coronavirus world, BTC began a feasibility study on the prospects of introducing app-based betting a few weeks ago, focusing on three major aspects.
"One is the app, which would be the interface of betting, complete with live streaming and all details about each race. The second is the integration of the app with the existing hardware at our totalisators and the third, the digital wallet that will enable the transactions," a senior BTC steward told TOI.

"Of the lot, the equipment that we use to accept bets from punters requires a lot of attention. We have asked our service provider to tell us the amount of concurrent betting our system can withstand, the upgrades needed to facilitate a higher amount of traffic and the costs involved. We are also working on the optimum amount of concurrent betting to decide on the sort of equipment we might need. Once the study is completed, we will float a request for proposal (RFP) from big companies. Our aim is to see that we have an end-to-end solution in two months," he said.

The BTC has already sought the permission of the state government, which is the licensing authority, for online betting. "Our understanding is that online betting is not banned in our state. We are confident all permissions would be granted soon. In fact, e-commerce and online transactions are being encouraged by central and state governments. It is totally transparent and easy to use. The government cannot remain in denial and watch huge revenues go to the illegal gambling sites who have already been operating with high turnovers," the senior steward said.

With the last four days of its winter season wiped out by the virus in March and the summer season, due in May, hanging in the balance, BTC has realised that it will have to embrace change, even if it has to forgo the traditional trappings of ambience and crowd.

"On any given day, we would have around 5,000-6,000 racegoers here. We know it will no longer be possible unless a vaccine is found. We will continue to have on-course betting but it will not be the same as before. The same applies to our off-course betting centres in Bengaluru, Tumakuru and Mangaluru. We will look for bigger spaces to house these centres and try to limit the number of punters," he said.

The other racing centres in the country too are now planning online betting, it is learnt. "BTC first mooted the idea last year but didn't pursue it vigorously. Now all turf clubs are thinking about it. Notes are being exchanged. Maybe once all centres go online, an integration might have to be thought of to get all racing calendars and schedules under one umbrella," he said.

BTC was also optimistic of a truncated summer season. But all activities will be held with social distancing norms in mind, said BTC chairman Vinod Sivappa. "We are planning a major revamp of facilities within the four walls of BTC. We will space out the tote counters, bookies ring and other facilities so that there is no overcrowding. We plan to increase the duration between two races from 30 minutes to 45. We will increase scrutiny and basic tests at entry and exits points. We also plan to hike entry fee, introduce season tickets to streamline flow of racegoers. We will have a draft our plans and protocols for the public by the first week of June," Sivappa said.

Buddy,

1000/- will be the charge in closed door racing.  Well.  Let them charge 1000/- per day or 1000/- per race or even 10,000/- per day.  That is absolutely the prerogative of the Turf club/s.  People who can afford that much sum will visit the race course.  Others?  They will remain in the comfort of their house and will be able to view the result/s after the races are over.  Absolutely no complaints.  

I am confdent of one thing.  I will not bet one phootee kowdee with private bookies or licensed bookies or illegal bookies.  I will bet with tote if permitted by the club or watch race videos after the races are over.

Raghu- private bookies wont care about online betting nor will the big punters -Small punters will be ousted because if they cannot see live races the charm of betting will be gone - 1000 bucks per meeting will be the charge in closed door racing - not affordable to small bettors plus low odds comparatively - no charm if they cannot watch live racing.

Today i the 80th day without betting.  If bookies do not take our bets, we don't care two hoots.

But, I am surprised at your clairvoyance.  Small punters will have to quit.  O K.  We will quit with pleasure this online business/betting.  We have tote!

But, let me state what I feel.  Bookies wll not be able to run online business.  The 33% tax will be enforced.  And a punter who bets 30k in one day (may be just 2 races or 3 races) will have to cough up 10k as tax.  He will not be able to bet.  He will have to quit.  

BTC bookies were caught by commercial tax officers.  I do not know the status of the case. But bookies were not visible  in the ring thereafter. 

You can cheat the club and Government for 10 years and still buy freedom.   By throwing some saliva ridden bones to the authorities.  But, there comes one no non sense officer to screw the bookie.  Now the bookies are running from pillar to post!

One thing is for sure closed door racing means live viewing -paddock condition ,viewing all that will have to be paid for - atleast 1000 bucks per meeting.,

Small bettors won't be able to afford that -  Small bettors will have to quit -unless they just bet and take the result after the race is over.

Take it easy.  Online betting by parents will not lead to young children starting betting.

The present day children are not like us (punters).  They are much more intelligent than us.  You may fault them for being addicts to mobile phones.  I do not know what they browse in mobile phones/computers.  But, I can certainly say that they do not browse indiarace, racingpulse etc.

And another thing.  If they are destined to become race punters, then they will become race punters with or without our mobile phone!

Regarding bookies:  you feel it may take six months for online betting to start.  I feel that online betting will not be a reality for another 4/5 years.  But, whenever it comes, all bets will be subjected to 33% tax.  And,with such high tax, punters will soon learn that on line betting is not at all viable.  You see, for 30k bet in one day, they  have to cough up 10k.

Bookies may not like tote bettors.  Right.  In that case who will bet with them online? 

There are many horsetalk members who are going ga ga about online betting assuming that half tax betting is available for onlne betting also.   Bookies must accept 300/500 bets from tote players!  OR close the shop!

Online betting odds VS on phone betting - Even if online starts say in six months time they wont be able to compete with private bookies - so only very small bettors will bet the kind private bookies don't want .....school kids will find a way to bet by operating with an adult or adults account -  dangerous ,not suitable for India's public.

Unfortunately,  time is not on the side of the Clubs. Some other Clubs abroad hit the ground running,  as they already were into online betting. BTC has taken first tentative steps but don't expect things to happen in a hurry. 

The Clubs are greedy and lack foresight. Even a progressive Club like BTC did not play it's cards well,  when the entire betting tax administration was in its own hands. It reduced betting tax only on Win,  SHP and place. All other pools including the Jackpot and relatively recent Exacta carried betting tax of 40 % .BTC played a cleaver trick on the Punters because only Win and Place pools came in direct comparison with odds offered by Bookies and looked better. This advantage was lost when GST came in to operation and the Club started crying foul. 

At one point of time the Club wielded considerable influence at Government level when  they had backing of VM,  MAM and popular cine stars.  But the club made no moves for starting online betting even though it is the World wide trend. 

Now attempts are being made in scratch. Why the government will give permission and reduce GST in a hurry?  Also,  the matter is beyond the scope of the State government and the Central government does not understand racing. The Turf Authorities have many a times demonstrated that they are incapable of taking up a issue in a United fashion. 

It is a given that online betting will not succeed with high taxes!

It is Ok in principle. But in India lot of cumbersome procedure will be involved like Registration and KYC  Pan card etc., As a result every transaction will be recorded.If you are a businessman next time when you ask any credit to your Bankers after reviewing your transaction he will have second though to sanction any advance to you. It is not like Race course tote that you pay and receive your winning amount after the Race is over.

In the light of above lines most of the s4asoned punter will prefer AT HOME or ON PHONE BETTING with Bookmaker rather than ON LINE BETTING !!

This is my personal opinion.

I don think,online betting is legal in india..clubs needs special permission from goverments.

Also High Gst would not give any uppar hand to clubs(bookies will get all cream)talk with goverments,offer them fix money(more than pervious year gst collection,so govt would happy to give all permmisions,& clubs can charges  10% commision..as increse in revenue,helps to increse in commmision amount  so fix amount easily cover up &clubs also get good profits..every punters like to bet at 10%& there will no risk like playing money with private bookies ,so ppls need trust& legal channel Also Tote has many pools,so punters even reduces risk & play lesser amount.. I think 95% punters like to bet with trust channal..private always risky &,illlegal..(there is no responsbility with amount)

These are advantages for clubs

Good ting ..bt one big doubt..online betting is only good for youngsters and who use android cell phones. wat abt small punters ..which thy used to paly in tote..thy dnt kew abt online..betting..punters frm 40 and above(nt all) hw thy will go through online..thy dnt knew abt digital..tings hw thy will ply nwadays technology is forwarded good bt think for old punters thy wnt see frm mobile thy directly go through pink paper books to read info abt race card...plz tink in all ways of punters and go through online...gst 10% is ok rather than tat no one will go through online

BTC has asked the Government, the permission for online betting.  It will start online betting if & when the Government gives the necessary permission.  Turfnews has only stated what has appeared in media.  

So,  I feel it is bit hasty on your part to react with enthusiasm about such move.

Will the Government will give permission to bet online on races?

To answer that question, we should see the track record of  Karnataka Government.  The Karnataka Government earlier banned the lotteries and such ban was upheld by the Court.  The Government was getting good revenue from the lotteries.  Even then, arguing that lotteries have ruined many families, the Government banned the lotteries.  (I think Sri H D Kumaraswamy was the Chief Minister at that time).  For Government, revenue is important.  But, it is ready to forefeit revenue from races, lotteries.  Do not harp on Supreme Court Ruling to argue that horse race is skill game.  If any public spirited person files PLI now, the SC may quash its own ruling!

Of late, I am seeing in this site, spate of letters that point out the huge revenue that Government will definitely get if online betting is introduced.  I do not know statistics.  But feel that the revenue that Government was getting from lotteries was several times higher than the revenue from race betting. Government considers the race betting as sin.

Now, liquor consumption is also sin!  But, the Government allows that.  So why not race betting?

There is limit to liquor consumption.  Suppose you had three lakh rupees in your pocket and you enter a bar.  How much can you drink?  One quarter, One half or One full?  The cost may be around 5000/-..  Whereas no such limits are there for race betting.  You may lose three lakhs and even much more! (There is ATM machine inside the race course).

The second question is whether Karnataka Government is competent to give permission?  

Once onlne betting is introduced, then people from length and breadth of India can bet.  People from Orissa, Madhyapradesh, Kerala and many other states also can bet.  So, I think only Central Government can give approval.  Anyway this aspet is only my thinkng.  Some legal experts in the Horsetalk may throw light on this aspect.

Now, think of a scenario, where the Government gives permission for onlne betting.  Suppose you bet 1000/-.  the  GST 28% & Club commission will be deducted and balance amount only will be treated as your bet!  I do not think, punters will bet enthusiastically by paying nearly 33% tax.  For all punters the bookie is Vishnu, Ishwara!.  

I am not neither welcoming nor opposing onlne betting. I only ask punters to wait.  As on date betting on races through computer or mobile is illegal.  That is all. .

The on line betting will succeed only if GST is reduced to around 15%. The Government is not going to loose anything because the volumes will go up. If tax rate is not reduced illegal bookmakers will thrive.

I think all clubs needs to give fix amount formula to govts ,so club can operate on 10% commision.this will help for promoting tote betting..

& also punters wants clean races,make tough,compitative race card,may charge us for login into app..all we would like to pay..

But the horse should win on merit.some loss,some will win,its part of game..let horse run on merit,punish those who are culprits & make this sports as a game of skill

I think online betting will not survive in a country like India where most of the betting is done illegally

When the central government stopped notes of various denominations it was then made mandatory that allbets with bookmakers should be done by plastic money

What happened?????

Well thought of move by team Btc. Good to see them take the initiative for early resumption of racing with maximum security ( health-wise ).
With Bangalore escaping the coronavirus pandemic, as compared to Mumbai, Delhi and Pune, we are certainly better placed for an early resumption.
The think-tank of team Btc ought to be complimented for taking the initiative.

Sir....it's a good idea as far as this pendamic is concerned....online betting is not new....punters in India got good membership with many online betting site's like bet365 etc....but as far as Indian center's like Bangalore...hyderabad or Kolkata are concerned will they able to cover the expenses and will they educate the punters about the same is my doubt.....but if this idea works then punters will benefit as they will bet from anywhere and if this continues even at certain point of time the turf clubs will also in good earnings....to my knowledge now it's the right time to make everything regarding racing online.....
