The raging debate over allowing totes to operate in a bigger way so as to end the monopoly of bookies in many race courses in India began many decades before. I remember when I used to travel to Mumbai, Bengaluru, Mysuru and Hyderabad during the early '90s for attending races live, I used to mostly prefer tote because more than anything else you are rest assured about the payment.
I don't say bookies can't be relied for making genuine payments. They are the best when it comes to dealing with money. But allowing them to escape the tax that they are meant to pay to the government cannot be justified at any cost. Most of the bookies take home in crores of rupees by the end of every racing season but none of them keep 'white' money with them? Either they invest their illegally-made profits in real estate or make deposits abroad to remain away from income-tax sleuths. Despite all these, some of them fall into the dragnet of tax officials and end up paying a heavy price.
With talks afloat regarding a possible restart to racing, which in any case can only be by January 2021 as many procedures have to be met before kickstarting the online betting process, I believe it will do a world of good to punters as they will be glad that whatever tax is going to be deducted from their investments hitherto will only to the government. With bookies going into the oblivion, totes will begin to flourish in a quick period of time and you can see tote payments coming to match the declared odds sooner than later.
I will be personally happy to see such a situation because the middle-class may not even get an opportunity to play in a big way like before. A certain minimum amount is likely to be fixed for betting and the bettor may even be asked to maintain a fixed minimum balance in his/her account.
Let the rich continue to play. After all, horse racing is very much a rich man's game. Not many of us here really know that a solid majority of the cash collected on a daily basis in various race courses across the country come only from the poor and middle-class groups. That may not happen anymore. A blessing in disguise, isn't it?
