Technology Up-gradation And Change In Some Rules

While the debate rages on this portal of whether racing will commence this month or very soon, I thought it would be a great idea to sart a thread on better practices that our racing clubs can adop---

1. We need to get rid of the primitive method of ascertaing the going. We need to consign the Longchamp method to the dustbin of history and adopt the going stick method of giving a better reading of surface conditions.The Stick is an electronuic equipment hat not only measures the surface condition but also the height of the grass round the course. Almost all clubs have up graded themselves except India and Lahore race club.

2. We need to adopt Hongkong racing's of having a minimum wins for all rainers during a season. In HK, a trainer must have a minimum of 15 winners during a season, failing which, his licence is withdrawn for the next season. This way, not only will trainers work owards winning of thir wards but it will also keep the shenanigans to the minimum and become punter friendly.

3. Have only tote in operation and I will not get tired of repeating that the on line system be maqde as robust as possible. Secondly, like UK, if bookies be allowed to operate, then they must sponsor a minimum number of races in the season. Thay have to become a part of the racing establishment.

Yes there must be little control so that they all contribute their efforts

I am in agreement with Venkat for use of latest technology in racing operations . Our race clubs can surely introduce  electronic stick system for gauging the track condition  and also use  new techniques  in display boards , screenings , ticketing  etc . As regards setting  a target of minimum number of winners for trainers , it is a welcome step but it should be introduced only after reviewing the existing limit on number of horses under training with a trainer . The logic behind this change is that a trainer must have a certain minimum  number of horses in his yard  to achieve  the stipulated  minimum   winning numbers . Hence limiting the numbers in top stables is a must to promote a level playing ground . Also , the number of horses with an owner also needs to be restricted to root out monopoly . It is also worth considering  that HJC has no breeders in the management which avoids possible clash of interests in racing operations . We could also consider bracketing  horses of the same owners / joint owners in a race to eliminate the unhealthy practice of " doosras" .I also feel  that online betting along with a centralised totaliser is the need of the hour eventhough it may take considerable time to be implemented . In the meantime , racing can continue with totalisers as are existing in race clubs but bookmakers should never be allowed to operate for the sake of clean racing . Their penchant for  tax evasion and fixing races  in collusion with some corrupt race officials and owners / trainers / jockeys  has vitiated the environment and brought bad name to racing . Such an atmosphere is not conducive for fuctioning  of  honest and upright professionals and officials  who can not act in a free and fair manner .

In RWITC trainers lot this is the statistics of horses held:

Less than 10 horses.        11 trainers

Between 10 and 20.          12 trainers 

Between 20 and 30.            1 trainer

Over 30 horses.                  14 trainers

How to fix minimum number of wins for each trainer ? Some of them have not won and some horses have not won for more than several seasons.

You can make the trainers to run their wards for a minimum number of races per season and it should be in place money at least once in that season. If not the horse should me made to run in the next coming Poone races for races specifically allotted to such horses with a lower stake money. If the horses do not win/place the horses should not allowed to stable at Mumbai. These horses will run in the next Poone season only and that will be the last chance and if they do not win/place these horses should move out of RWITC. All the horses except two year olds should complete this formality except those specifically under treatment certified by club vet. This exemption will be applicable for one season alone. In other word,all horses held by each trainer should run a minimum number of races per season and they should be in place money.

Why only Derby has 20 horses and some only 2 to 3 and some races are void due to paucity of entries.

There are maximum number of horses in the lowest class and why ? Many trainers after promotion from this class run the horse in the higher class and get it demoted to this class again.

There should be no races which makes the horses to run in one class at lower weight and in another class at top weight. Races should be on ratings only like < 26,

> 27 to 35,  and so on and not as at present. Before,it was only class B,class A, class I've,class iii 

,class II and class I. Only if the horses carrying top weight consistently finishes on board(1,2 3) it can be promoted to the next higher class on request.

First punter have to get all to gather and ask club to get Gst to 10% other wise no bet then see what club will do
