Racing In India

By Raghavan | 02-Oct-2020

Races are expected to begin on Oct 31 (KOL), Nov 1 (BNG)  & Nov 6 (Chen).  We may shortly expect MYS, HYD, DEL & MUM to announce the starting dates.

BNG & KOL have permission to run spectatorless racing.  Well.  That is expected. The covid 19 threat is there and the turf clubs consider it necessary to maintain social distancing.

However, I have a different view.  When the Government can allow assembly of big crowd (several 100s) in multiplexes, malls, cinema halls etc, they can allow some thousands inside a race course.

The spectatorless racing is justified when there is lock down.  Now almost all activities are at normal level.  Cinemas, schools are expected to reopen in the current month.  Then why racing should be without spectators?  Of course, keeping in view of the virus threat, they can fix reasonable upper limit who can enter the race course.  I hope, they will write to the Govt  to obtain the necesaary permission.

I am not convinced that punters will en masse welcome online betting.   Punters will certainly be scared of the tax burden (28% GST plus 5% club com).  Those who are ready to bet online also may at best bet 500/1000.

In racing circle, we should not forget one section.  That is tote clerks.  They are without job for the last 6 1/2 months.  I do not know how they are surviving.  Onlne betting  & spectator less racing means that they will be permanently without jobs.

@ dancing dynamite,

Racing industry will  certainly get its nod from the government for resuming races with patrons as and when the situation warrants. Till such time we have to wait patiently. " HASTE MAKES WASTE. "

  @ Transparency,

There is no transparency in your inputs as long as you write in your regional language.  This forum has members all over India speaking different languages according to their region. If everyone start interacting in their mother tongue, it is not possible to understand as to what one say.  Hence please write in English, which is a common language so that your views will reach everyone.

      Thank you.

Most importantly I would request all turf authorities to let patrons bring mobile phones inside. During such extreme times, when anything can happen to any family member/relative/friend, it is of utmost importance that racing patrons can stay in touch with the outside world during the 3-4 hours of racing.

I would also like to ask what exactly can a punter do with a mobile phone anyway? It is quite a stupid and cruel punishment meted out to the loyal and helpless punter!

"We should not question any decision to be taken by the government in the present condition"  says SSPP.

But if the government starts racing, he will be the first to question the decision...........

Online betting will be a successful step over a period..... 4g technology n smart phones have been more common n 8 out 10 people uses them. Where gpay/phonepe has more success rate in India y don't online betting. Online betting will be new in first few months later people will get used to it as digital India like using smart phones, 4g, phnpe, gpay, etc..... If u don't believe watch some of online things which has whooping market like flipkart, Amazon, swiggy, zomato, phnpe, paytm, gpay

M P Reddy,

Cinemas & schools are to reopen in the current month.  I have mentioned that point in my lead post.

500/- entry fees & 500/- minimum bet?  I do not think such drastic changes are necessary.  The existing tariff is O K.

SSPP,

"We should not question the Government's decision".

Right.  I will not question even if the Government decides that there should be no racing till end of 2021.

However, we should be practical and reasonable.

We should not accept the Government ruling blindly. The Public Accounts Committee at Karnataka has recommended that the license should not be renewed to BTC & the area should be converted to a public park.  The Govt would have eagerly and hastily accepted that recommendation.  But, the case is pending in Supreme Court; we need not worry about that for another 3-4 years.

Your suggestion that the tote clerks would have found alternate employment by now is something difficult to agree with.  The unemployment scenario in the country is horrible.  And, I believe that the tote clerks are now desperate to report for duty at the turf club.

Race betting is sin..is bad.  At least it is not ethical.  But, there will be no takers for such sermons among punters.

As per editorial in THE HINDU today, the GST collection during Sept 2020 is higher than the GST collection of Sept 2019.  All economic activities are limping back to normal levels.  Then why not racing?  Corona threat is there.  No one will dispute that.  In fact the number of affected is above 66 lakhs and deceased above one lakh as on date.   But, we can not cite this fgure to postpone racing indefinitely.

Race joker,

At cinema halls, malls etc public do not smoke.  Right.

About 25 years ago, smoking was permitted in long distance buses and trains.  In fact, every seat was fitted with an ash tray.  But, that has changed now.  Travellers are compelled not to smoke.  Of course, a section among them smoke in the toilets.

So, discipline can be enforced in race courses also.  Punters to smoke only at points earmarked for that purpose.  Anybody violating that may be punushed with big fine.  Say Rs. 1000/= or 1500/=.   Of course, 100% discipline could not be expected; but the menace can be reduced substantially.

Ksmrow,

Perhaps 50 years from now, there may be credibility in Indian racing.   (90% of current day punters would be in heaven by then).  Tll then, we should not compare the racing in India with racing at Japan, Hong kong, America, Australia, Britain etc.

Clever,

I do not agree with you that entry fees should be enhanced.  The existing tariff is O K.  Of course, in view of the virus threat, the club should restrict the attendance.

At this of span of time, online is best option, with free live streaming and reduced gst tax...  SMS/IVRS options can also be thought for those dont have smart mobile...

Don’t be very sure that the races will start on the announced dates. There is  a much possibility that the races  May  once again postponed .Really speaking races without spectators / punters ,like chicken curry without salt .

I was also writing, if at all races start , for few weeks entry ticket must be Rs 500/- and the rate of each ticket that punched should be Rs 500 /- even nominating two to three combination of  different pools at Tote .This is as you know,to restrict the flow of punters to the race courses.

Malls are opened.ok.  In which state cinema halls are opened? .  In my many previous letters,  I wrote TWO points. 1) On line betting will be totally failure in INDIA (for various reasons )

2) When ever Schools & cinema halls  will be allowed to open then , we can think of commencement of races, with  some same COVID Conditions.Don’t

political leaders are seen on TV news with a hoarde of waste bodies throwing social distancing in the air. And covid scare is found nowhere even with media brokers.

Corona will affect only race goers what a pity.

I think resumption of horse racing is in the bottom end of Government's priority. I am quite baffled to see how Covid-19 cases are resurfacing in a big way in cities like Chennai and Bengaluru of late; not at all a good sign for restart of races.

There is absolutely no justification in saying if malls can be reopened, why not race-course. After all, people go to malls and shops to buy their essentials and not to gamble. Even the limited entertainment to be resumed in cinema halls sound reasonable compared to allowing horses to run again so soon.

Racing can wait as also tote clerks, most of who must have already taken up new jobs for their survival. I don't think even 25% of tote operators are waiting in the queue to re-establish their jobs in race courses anywhere in India. Six months is really a long period for any employee to wait to resume a lowly-paid employment like this.

We should not question any decision to be taken by the government in the present condition and it very much appears there will be no green signal until December 31 like many states have already decided to keep their schools shut till such time.

Japan has decided to coexist with the new coronavirus!

Announced the "new life model" calling the people to be prepared to follow this model  for an extended period of time and learn to live and work with the virus lurking around the corner.  Everyone understands that it is a long-term war, but each item is not listed in detail.

Japanese government established very practical set of SOPs using principles of rationality, science, and risk assessment.

In india out of 100000 covid deaths 53% are of60> age group 35% of 45 to 60 age group soThese 88% people are under High risk category if racing Permitted in india the best option for government and turf clubs is permitting online betting is a must and allowing up to 50 age group persons in to race course withmasks and social distancing one from another To do all racing activities as done up to now but with precautions.

Theaters, malls ensure that public don't spit, smoke in their premises. They are maintained cleanly and people who go there too follow some discipline.

But in turf clubs there is rampant smoking, spitting and didorderliness. The turf clubs employees themselves dont follow rules. It is turf club's own making that governments don't trust them.

"Loss of money is guaranteed if spectators are permitted into the race course".

I agree with you.

But, punters desire races.  Even though fully aware that racing is injurious to their finance.

BNG summer, HYD monsoon, KOL monsoon, MYS regular, PUN 2020 & OTY 2020 seasons are lost.  The best side effect of coronavirus.  A punter who bets 1100 per race would have saved at least 2 lakh rupees because of no racing for the past 6 1/2 months.

So, let the punters try small bets.  No harm in that.  High betting will be there only if bookies are present.  At tote, people bet conservatively.

Good Morning FRIENDS,

Forget COVID 19 to vanish so racing with spectators can be allowed. COVID 19 is here to stay.

Multiplexes, cinema halls, shopping malls, restaurants, bar's, local trains to start running and ETC ETC with 50% capacity so why racing without spectators.  RACE COURSE is bigger in area 50% spectators can be allowed.

Forget online betting it is not possible.

The race course authority can increase the entry fee to maximum .

I do not agree with some replied that covid is still reaching  at door step of every indians but u want to know that all r activities r at normal level why shouldn't racing and when i travelled recently by ksrtc bus from my home town to another city there is no social distance in buses passengers r going by standing in all buses no one is caring about that .all r caring about racing . In the race course we can manage social distancing also govt wants to know about that why blaming for only racing every body wants to know. workers r helpless in race course if govt allows punters inside with rules and regulations at least they can earn daily for there home expenses think about those people who dont have any income but they Can manage if govt allos punters hope u understand

@ Raghavanji,

I concur with your logical and positive thinking.

Just like Cinema halls, Multiplexes and Shopping Malls where assembly of crowd is allowed on a phased manner,  Racing industry should also get its turn to resume its activities.

The following quote may apply to this .

"INSTEAD OF WORRYING ABOUT WHAT YOU CANNOT CONTROL,  SHIFT YOUR ENERGY TO WHAT YOU CAN CREATE".

Godzilla,

Covid vaccine has to be detected.  Till then there is no chance of racing with spectators.

That is correct.

My point is, the Govt is allowing crowd at malls, cinema halls etc.  Then what justification can the Govt give for spectatorless racing.

Of course I agree that there is not even 5% chance of racing with spectators.

Rajesh m rajpal,

I do not think the punters will blame the Government if & when things go wrong.  How many smokers are blaming the Government when they are affected by cancer?

Besafe,

So, Telengana banned online betting.   Let us hope the Government permits online betting in respect of horse races!   In your favor, there is a Supreme Court ruling that betting on horses is a game of skill.   However if Telengana Government takes a stand that any kind of online betting (including betting on horse races) is not at all allowed, then we can not do anything about that.

Buddy,

I spoke of online betting & tote betting. I do not worry too much whether bookies operate or not.  If there is tote betting I will bet.  If there is only online bettng, then I will wish all others good luck.

SRK,

I will be betting only if they run totes.  If spectators are not allowed & there is no tote betting, then I will not care to bet online.  I have stopped betting for win/place more than 3 years ago, and will cheerully wait for one or ten more years!

Racing without specators may be a success at Hong kong, Australia or America.  But, my assessment is online betting will be a miserable flop in India!

Sir,

If Spectators are allowed in Present Condition, then two things are guaranteed and it's an clear message...Enter on your own Risk.

1. Loss Of Money, (not a new things for us.)

2. Threat of Corona Infection

So Present Condition = Keep Patients + Enjoy life (without Racing). ????

Sur Salamat too Pagdi Pachas..????

Yes sir. We are near to the much awaited start of racing to break the monotony of life. Whether you earn money or not racing puts life into a punter. Racing without spectators cannot be done for a long time because they have to pay offcourse betting centres rent. So they will start racing with limited spectators. Punters can be safe inside course following appropriate precautionary measures as it is spacious. It is the offcourse betting centres which can be dangerous as people fall on one another like mad horses!

Covid must go from world first. Then only Racing can start with spectators.

Now the Covid score in India is more than 6 million.

Racing after it starts after the end of Covid, will not be fair and first Bookies interest will be taken care of.

Hence nap Raghavan sir for some more yeasr and if we remain alive from Covid, we can again meet.

Covid at present has  reached to the door steps of Indian  Parliament and Rashtrapathi Bhavan.
