Regarding the last paragraph  of Raghavanji ,time limit for encashment of a winning ticket must be 3 weeks.but,if I am not wrong,at Malakpet they are paying in next three months with out any deductions. Why deductions?. Lacks and Lacks of Rupees unclaimed,which are separately accounted are with the clubs. By the time the clubs declare the result of the race ,changed due declaring a horse  as non starter or the objection is up held the punters tearing the ticket through away. Many times we see punters go on searching their valid tickets in vain.In such case Thousands of Rupees go to unclaimed account in a single race.

After three months ,What I understand at Malakpet, if the punter  approaches to the clubs higher authorities with valid reasons for not encashing his winning tickets, he may get his eligible amount. After all that amount belongs to that punter.Even after 9 months or 1 year still the amount is unclaimed, it should be diverted or added to the  JOCKEY ‘s WELFARE ASSOCIATION. We the punters and clubs do not look after the welfare of them,will some out siders come do it.It is pity that most of the jockeys ride for their livelihood. If some thing goes wrong with them think of their and their family conditions.Yes,we should be here to support them

I  request the Admin ,kindly one  of  my doubt may be cleared.The doubt is ,are any member / members of any club , or any clubs authorities, following our HT forum ? . We are living in computer age. Bus tickets, Railway tickets, Bank operations, stock exchange transactions etc (&  several 100s of other operations) are done through computers.  So, there should be no anxiety on that point. 

Suppose, something very serious malfunction developes  as you feared!  Well.  Such a thing can be attributed to ACT OF GOD. 

In such cases there will be most reasonable disposal.  We can certainly trust the turf club supervisors!

I do not have any objection if you (and other punters) feel that place dividend should be paid for the horse that finishes 3rd in a 7 horse field.

My only concern is the dividend policy should be uniform among all the centers.  That too if and when the common all India tote becomes a reality.

One entire state will stop investing or punting if racing stops paying 3rd place in 7 horses Race..... 99% losers only hope place....

 In the field if 7 to 12 horses are there as usual 3rd place and if horses are 15to16 are there 4th place should be paid . Simple logic for each 3 and 1/2 points one place should be paid . NO HARM To ANY BODY by paying so .Let the more  punters maybe be benefited. After all race clubs will loose nothing  by paying so. Collected amount minus Tax , distribution of remaining amount on the successful tickets. Racing clubs should peep into this matter,and must take a decision in favour of place punters.

Regarding carried over amount I agree with Raghavanji ,but what I was advocating, the amount should be added to same pool of SAME RACE COURSE either next race day or other next day , even then all India Tote system is introduced.

Mumbai was paying dividend for a horse placed 4th when the total runners were 13 and above. But, they stopped that. Bcoz the state Govt increased the taxes with immediate effect Ever since that, RWITC racing and betting declined never to improve again.

Only  HYD & KOL pay place dividend on a 3rd placed horse in a 7 horse field.  I desire that there should be uniform dividend policy at all 9 race courses.  I do not think other turf clubs will agree to follow KOL & HYD.

At HYD, bookies pay place dividend on only 2 horses if the total runners are 7.  (Same may be the case at KOL also).  So.........

Punters may either welcome or oppose any change.

Rules should not be on the basis of what punters desire.  It should be on the principle of fairness & reasonableness.  

The payment of place dividend to horses that finish 3rd in 7 horse field should not be abolished. This is only done to encourage tote betting,
