Jockey Aryan Jagtap

Saw the replay of the 4th race, Horse 8 Zambezi dropped the apprentice rider Aryan Jagtap. The fall was quite erratic and Aryan didnt seem to get up from what I've seen in the replay. Does anyone know if he is alright.

How can a horse be declared a non starter after coming under starter orders unless the gates malfunction.?
