At the start, DUBAI FALCON (K Sunny Kumar) lost about a length. At the start, JET THUNDER (Saurav Rawat) was slowly away.

At the start, NASHVEGAS (Lave Kumar) lost about five lengths. Trainer S. M. Abbas has been asked to give sufficient gate practice to the satisfaction of the Starter before accepting next to race.

Jockey Kundan Paswan was fined Rs. 3000/- for shifting IN at about 900 meters causing interference to ASHWA SARDAR (G S Shekhawat).

ADDITIONAL REPORT:-

1.    Enquiry into the tubing of a horse by Trainer I. S. Parmar.

The Stewards considered the enquiry report submitted by the Sr. Stipendiary Steward and having heard the submission made by Trainer I. S. Parmar and Mr. Ranjit (Jai Surya) deliberated the matter at length and decided to pass an order against them as follows:

1.    A video Recording was received by Shri Pradyumna Singh (Senior Stipendiary Steward) from Mr. Sanjay Rai who is a horse owner on 7th January 2025. The said video showed trainer Shri I. S. Parmar tubing a horse while two persons namely Rajkumar (Jamadar) and Ranjit (Jai Surya) (Syce) holding the horse. Request for enquiry into the said matter was also made by Mr. Sanjay Rai into the said incident. Thereafter, Shri Pradyumna Singh (Senior Stipendiary Steward) questioned Rajkumar (Jamadar), Jai Surya (Syce) and Trainer I.S.Parmar regarding the same. While Jai Surya (Syce) admitted that the said incident has taken place and tubing was done by Mr. I.S. Parmar, the other two denied the same and stated that the said video was fake.

2.    Pursuant to receiving the said video, forensic authentication of the same was sought by the Club from Truth Foundation which provides forensic services expert in the said field. According to their expert opinion dated 10th February 2025 the said video did not contain any signs of editing or tampering and it was concluded that the same was therefore authentic and represented True events.

3.    The Stewards of the Meeting thereafter called Rajkumar (Jamadar), Jai Surya (Syce) and Shri I.S.Parmar trainer for enquiry in the said incident on 25th February 2025. Before the Stewards of the Meeting, Jai Surya (Syce) admitted that the said incident has taken place and tubing was done by Mr. I.S. Parmar. The representative/spokesperson of Mr. I.S. Parmar denied the allegations. He stated that on 9 March 2024 when the alleged tubing was done, Jai Surya was not an employee of Mr. Parmar and the horse DIVIT was not under his charge. He also
 

informed that the person Jai Surya was not reliable. Mr. Sunil Kumar Verma accepted that the horse which is seen in the video clip is DIVIT. He further stated that they would like to lodge a complaint against Mr. Sanjay Rai as they believe that the said video was fabricated and they would also get the authenticity of the video clip verified by forensic laboratory which is approved by the government. Mr. Raj Kumar on being questioned denied all the charges. In view of the same opportunity was granted to Mr. Parmar to get the authenticity of the video verified from government approved laboratory as requested by him.

4.    The Stewards of the Meeting again called all the said three persons on 11 August 2025 for the enquiry where Mr. Parmar sought more time for getting the said video authenticated through Government approved forensic lab. Considering the facts and circumstances, the Stewards of the Meeting decided to suspend the trainer license of Mr. Parmar up to 10 September 2025 in order to give opportunity to Mr. Parmar to get the said video authenticated from the government approved forensic lab as requested by him.

5.    The Stewards of the Meeting again called all the said three persons on 18 September 2025 for the enquiry and again Mr. Parmar sought more time to get the authenticity of the said video verified from government approved lab. The Steward of the Meeting then decided that the suspension (pending enquiry) given to Mr. Parmar shall continue till completion of the enquiry and appointed Senior Stipe to conduct preliminary enquiry into the matter.

6.    The Sr. Stipe thereafter vide letter dated 24.10.2025 gave opportunity to Mr. Parmar to appear before him for the preliminary enquiry on 29.10.2025 to give his evidence and produce witness, if any, and to cross examine witnesses against him. However, Mr. Parmar vide his letter dated 25.10.2025 simply stated that he doesn’t want to cross examine any witnesses and doesn't want to say anything except his submissions statement already given by him before the Stewards of the Meeting. Consequently, the Sr. Stipe prepared the enquiry report which was duly forwarded to Mr. Parmar and he was given an opportunity vide letter dated 29th December 2025 to make his submissions/ representation against the enquiry report to the Stewards of the Meeting on 5th JAN 2026.

7.    The Meeting of the Stewards of the Meeting was held on 05/01/2026 wherein Mr.

Parmar stated that he has already stated what he wanted to earlier and doesn’t want to make any further submissions. Accordingly the Stewards of Meeting reserved the order in the enquiry.

8.    That the video was perused and in the said video Mr. Parmar was clearly seen tubing a horse while Jaisurya and Raj Kumar were seen holding the horse. The opinion of the forensic expert was also seen where forensic expert had clearly given the opinion that the said video was authentic and no tampering or editing et cetera was made in the said video. Statement of Jaisurya was also seen where he had clearly admitted holding the horse and have stated that Mr. Parmar had in fact tubed the horse.
 

9.    It had been submitted by Mr. Parmar that the said video is forged however the said statement holds no value as neither Mr. Parmar cross-examined the forensic expert who gave the opinion nor did he produce any other Report of forensic expert for which he had taken adjournment multiple number of times. In view thereof it cannot be said that the said video is forged or fabricated. It is also pertinent to note that Mr. Parmar has not denied the fact that the person shown in the video tubing the horse is someone else. Thus, from the aforesaid it is clear that Mr. Parmar has tubed the horse as shown in the video.

10.    The said video is further confirmed and corroborated by Mr. Jaisurya who had unequivocally submitted that tubing the horse in the said video is Mr. Parmar. He has also himself identified and admitted that he held the horse while Mr. Parmar was tubing the horse.

11.    The aforesaid unrebutted evidence is therefore sufficient to reach a conclusion that Mr. Parmar had tubed the said horse as shown in the video.

12.    The Defense of Mr. Parmar is very weak as he himself choose not to cross examine the witnesses against him despite full opportunity given to him. As a result the forensic expert opinion in his report as well as the testimony of Mr. Jai Surya remained unrebutted by Mr. Parmar. The defense of Mr. Parmar is also baseless as he himself did not give any evidence before the Sr. Stipe nor did he make himself available for any cross examination. It is also pertinent to note that Mr. Parmar also did not give any representation pertaining the enquiry report.

13.    In the aforesaid facts and circumstances of the case, there is no doubt that Mr. Parmar tubed a horse and Mr. Jaisurya held the horse to help him in the said act within the premises of the Delhi Race Club.

14.    Putting a tube in through mouth or nose of a horse and putting liquid through the same is a serious misconduct and breach of Medication Rules/Rules of Racing and the said act constitutes cruelty to the animal.

15.    The Stewards considered the aforesaid act to be in violation of the Medication Rules (RWITC) as well as the Rules of Racing (RWITC). It is pertinent to note that the said act of tubing Horse is a misconduct which is very serious in nature.

16.    The Stewards of the Meeting considered all papers, documents, video recording, forensic lab report, Senior Stipendiary Steward Report and submissions made by Trainer I. S. Parmar and others as also the evidence etc. on record in the matter. In view of the aforesaid facts and circumstances of the case the Stewards of the Meeting found Mr. I. S. Parmar and Mr. Ranjit (Jaisurya) guilty of tubing a horse and acting in contravention of the Medication Rules and also found them guilty under the Rules of Racing inter-alia that he was guilty of corrupt/fraudulent/improper practice/dishonorable action in connection with Racing.

Since the aforesaid acts amounts to breach of Medication Rules/Rules of Racing as stated above, the Stewards of the Meeting hereby unanimously decided and ordered as follows:
 

•    The Stewards of the Meeting decided to disqualify Mr. I. S. Parmar for a period of 6 months i.e. upto 10th March 2026.
•    To recommend to the Stewards of the Club not to grant Mr. I. S. Parmar a trainer’s license if he applies for the same for another 6 years & 6 months i.e. upto 10th September 2032.

•    Further to consider Mr. I. S. Parmar a disqualified person during the period of Suspension and non-grant of his Trainer license.

Disabilities of a disqualified person shall be applicable to Mr. I. S. Parmar during his punishment/disqualification.

•    To disqualify Mr. Ranjit (Jaisurya) for a period of 6 months i.e. upto 2nd Aug 2026.

•    To recommend to the Stewards of the Club to further disqualify him for another 4 years & 6 months i.e. upto 3rd Feb 2031.

•    Disabilities of a disqualified person shall be applicable to him during his punishment/disqualification.

•    Both were reminded of their right to appeal against this decision to the Stewards of the Club within stipulated time period.

2.    TO  CONSIDER  ENQUIRY  INTO  RUNNING  AND  RIDING  OF  b  m

‘MASTER TORNADO’ IN RACE NO. 101 “THE RAJPATH PLATE” RUN

ON 22ND JAN 2026.

The Stewards considered Stipendiary Stewards reports and interviewed Jockey Irfan Khan.

CCTV RECORDING WAS SHOWN

On being questioned regarding looking back in the initial part of the race he stated that the jockey travelling behind him was shouting therefore he looked back. However he had no plausible explanation regarding his act of repeatedly looking back and shifting out, negotiating the bend at 600 meters forcing ROBUST (Dhanu Singh Deora) to shift OUT.

The Stewards after watching CCTV of the race considered inputs of Stipendiary Stewards and based on their own judgment found Jockey Irfan Khan guilty of Foul Riding wherein he intentionally rode an indifferent and erratic race to jeopardize running of ROBUST and decided to:

Suspend Irfan Khan Jockey License w.e.f. 21st Feb till end of the Racing Season 2025-2026 (Permitted to ride work).

He was reminded of his right to appeal within stipulated time period.

3.    APPEAL BY TRAINER RAJ KUMAR SAINI AGAINST A FINE OF RS. 20,000/- IMPOSED ON HIM BY THE STIPENDIARY STEWARDS.

After interviewing Trainer Raj Kumar  Saini and  considering  his submission

regarding use of rusted bit on his charge “SAMAY BALWAAN” in race no. 36, ran on 11.11.2025 the Stewards decided to partially allow his appeal and reduce fine imposed on him to Rs. 10,000/-.
